We want to share the latest enrollment study reviewed by the Board of Education, along with a 2017 enrollment study that has helped guide our district’s planning. These studies are critical in addressing potential crowding issues, rising class sizes and the possible need for a new facility.
In response to growing enrollment in recent years, Rossford Schools has restricted open enrollment at our elementary. These restrictions are consistent with Board policy and contractual classroom size obligations. This year, we did not accept any new open-enrolled students in grades 1-5 and had to turn away many existing open-enrolled students due to residential growth. Given this trend, and the growing number of residential developments planned and/or under construction, the Board sought an updated enrollment study.
The study confirms that increasing enrollment is leading to larger class sizes, crowded lunchrooms, and limited instructional space—particularly at the elementary level.
The graph below (from page 8 of the enrollment study) highlights grade levels where class sizes are already exceeding historical averages. As these larger classes progress through the district, the impact on space and resources will extend to impact our Junior-Senior High School.
To proactively address this, the Board is discussing the possibility of building a new facility on the Rossford Elementary School campus. As shared previously, Rossford Schools is in a strong financial position to fund this project without asking the community to pass an additional bond levy. This is possible through Enterprise Zone Agreements, such as the Amazon Fulfillment Center agreement. These business tax agreements are specifically allocated for facility costs and maintenance, helping to keep these expenses off residential taxpayers.
